To work collaboratively with community partners including funders; non-profit and for profit providers; faith-based organizations; governmental entities; advocates and consumers in assuring that community based human services are cost effective, coordinated and performance based in meeting the needs of the residents of Broward County.
The Community Partnerships Division is responsible for planning, coordinating, administering and evaluating a comprehensive array of human service programs for children and adults including behavioral health, child care licensing, sexual assault treatment and counseling, health care, HIV/AIDS, and homeless services. The work of the division is accomplished through the following sections:
- Child Care Licensing and Enforcement Section (CCLE)
The Child Care Licensing and Enforcement Section is responsible for the implementing state-mandated licensing of all child care facilities and family child care homes in Broward County. CCLE monitors child care providers for compliance with health and safety standards. It also registers religious and non-public schools offering child care services.
- Children's Services Section (CS)
Children's Services section is responsible for strategic planning and administration of contracts awarded to public and non-profit organizations that provide a variety of services to children and their families. Services address the needs of the community in several program categories: Behavioral Health, Special Health Care Needs, Children in Homeless Families and Subsidized Child Care. This section also previously administered a six (6) year Federal grant, One Community Partnership, which expired in 2009.
- Health Care Services Section (HCS) Including HIV/AIDS Services
The Health Care Services Section provides contracted health care services including primary care, mandated health care payments, and mental health crisis counseling. It also administers the prescription drug discount program and implements Ryan White Part A Federal funding for HIV/AIDS services.
- Homeless Initiative Partnership Section (HIP)
The Homeless Initiative Partnership Section promotes solutions to homelessness, coordinates the funding for key services, and assists homeless persons to move to self-sufficiency and permanent housing. Funding is provided through County, State, and Federal grants.
- Sexual Assault Treatment Center (SATC)
The Sexual Assault Treatment Center provides forensic medical assessments, counseling and other services for victims of sexual violence and child abuse and their non-offending caretakers/family members.

Training and Technical Assistance Partnership Program (TTAPP):
The purpose of TTAPP is to deliver capacity building services to Broward County’s non-profit and faith-based organizations through the provision of trainings, one-on-one technical assistance, and grant writing collaborative opportunities at no cost. TTAPP will offer capacity building activities to eligible organizations in five critical areas: 1) organizational development, 2) program development, 3) community engagement, 4) leadership development, 5) and evaluation. Capacity building activities will be designed to increase an organization's sustainability and effectiveness, enhance its ability to provide services, and create collaborations to better serve those most in need.
