Broward County Permitting, Licensing and Consumer Protection Division regulates chauffeurs that operate vehicles in Broward County as detailed in Chapter 22-½ of the Broward County Code. Any person who drives, operates, or controls any motor vehicle, for compensation within Broward County, must first obtain a Chauffeur' Registration from the Division. Individuals who drive taxicabs, luxury sedans, stretch limousines, transport vans, or paratransit service vehicles are required to obtain a Chauffeur's Registration. Registrations are issued for a two (2) year period, unless they are subject to conditions as determined by the Division.

Minimum requirements for applicants seeking a registration include a valid State of Florida driver license; proof of citizenship or authorization to work in the United States; ability to speak, read, and write the English language; a satisfactory score on the Division examination; and the mental, emotional and physical ability to safely carry out the duties inherent in operating a motor vehicle-for-hire. Applicants meeting these minimum requirements are subject to a criminal and driving record background check, and other considerations outlined in the ordinance (PDF).
Registrations may be suspended or revoked for violations of Chapter 22-½, or other laws, and are immediately invalidated should the registrant's State of Florida driver license be suspended. The Division recommends that applicants review the Chauffeur's Code of Conduct (PDF) prior to submitting an application. Registration renewal applicants are subject to the same requirements as new applicants, except that renewal applicants are not required to retake the Division examination.
Applications must be made in person at the Division's offices. New applicants are not allowed to drive a vehicle-for-hire prior to approval of their application. Applicants should plan ahead, as the application process for new applicants may take approximately 30 days from the initial receipt of the application. Applicants who have not been Florida residents for 5 years, may expect a longer approval process, as out-of-state records must be obtained by the Division before the application is reviewed.

Applying For a New or Renewal Chauffeur's Registration
In order to APPLY FOR or RENEW a Chauffeur's Registration you MUST:

- Bring with you your Driver License
- Bring with you one or more of the following: (whichever applies)
- U. S. Passport or Birth/Citizenship/Naturalization Certificate

- Native American Tribal Document
Note: New Applicants may not drive a vehicle-for-hire until their license is issued. License expires every two years. Renewal applicants are granted a temporary registration while their application is pending.
In order to receive a Chauffeur's Registration license you MUST:
- Pass Chauffeur's Registration Test (Renewal applicants are not required to pass a Test)
- Pass Driving and Criminal Background Investigation
Note: If all of the above is provided and test is passed, then the license will be mailed within four weeks.
Explanations:
- Applicant must apply in person at the Broward County Permitting, Licensing and Consumer Protection Division.
- Submit a completed "Application for Broward County Chauffeur's Registration" (form #201 (PDF).
- Chauffeur's Registration fee $64.00 and additional charges for Out of State Records. Payable by cash, credit card (except American Express), or money order. Money order made payable to: Broward County Commissioners.
- You must have your Florida Driver License with you. If you have lived in Florida for 5 years or less, you are required to provide your previous out-of-state Driver License number; we will not process your application until this information is obtained.
- You must bring with you, your valid US Passport; Birth/Citizenship / Naturalization Certificate; Resident Card; Employment Authorization Card / documentation; Native American Tribal document. (whichever applies)
- You must take and pass the written Broward County Chauffeur's Registration Test. The test must be completed at the time of application; it covers traffic regulations, county ordinance, and county geography. If you do not pass, you have two more chances to retake the test within 3 months at no additional charge.
- Applicant's driving & criminal background will be investigated. History must be satisfactory before license is issued.

Enforcement
Any person or entity that is operating in violation of Chapter 22-½, of the Broward County Code of Ordinances, may be subject to civil penalties as provided by Chapter 8-½ of the Broward County Code of Ordinances, and penalties shall be imposed as set forth in the schedule of penalties therein.

In addition to fines, the Permitting, Licensing and Consumer Protection Division is authorized to enforce the provisions of this ordinance by suspension or revocation of a license and registration upon notice and hearing. Further, whenever any person has engaged in any acts or practices which constitute violations of any provision of this ordinance or the code, the state attorney or the county attorney's office may make application to the Seventeenth Judicial Circuit for an order enjoining such acts or practices and for an order granting permanent injunction, restraining order, or other order enjoining such acts or practices, said orders to be granted without bond.
